Overview:

The Testing Science and Cascade Engineering Section within the Enrichment Science and Engineering Division (ESED) is seeking a Technical Professional – Sr. EI&C Technical Lead for the Electrical, Instrumentation, and Controls Engineering Group. This group is focused on the development of testbeds and enrichment systems by human machine interface research and system logic development and this position will have with an emphasis on managing specific project scope and providing technical guidance in the areas of instrumentation hardware and software to make a significant contribution to projects involving isotope enrichment, nuclear nonproliferation, and instrumentation of mission-critical systems. This group develops and implements advanced control system architectures for centrifuge test beds.


Purpose:

The Enrichment Science and Engineering Division serves the nation in two critical areas: advancing enrichment technologies and exploring stable isotope production and applications. The division leverages an elite staff of scientists and engineers with the world-leading capabilities of Oak Ridge National Laboratory to deliver groundbreaking advancements with a variety of applications, from national security to life-saving medical treatments.

ESED is the national steward for the research, development, and demonstration of centrifuge technology. The successful candidate will provide research and development technical management and leadership within the group that strategically advances science and technology focused on gas testing of prototype enrichment devices for processing uranium-bearing and stable isotope compounds.

Major Duties/Responsibilities:

Major duties will include work breakdown structure (WBS) and cost account manager (CAM) responsibilities for the creation of infrastructure, test beds, and process for developmental testing of enrichment devices. This position will also have Cost Account Manager (CAM) duties within several other projects as required and may include supervisory responsibilities. Other duties could include being responsible for design and deployment of measurement and instrumentation systems for a wide variety of projects. It requires the application of best practices in interfacing sensors to signal conditioning, data collection, and control systems. The successful candidate will have experience with electronic design and software development.

The Senior EI&C Technical Lead reports to and works closely with the Electrical, Instrumentation, and Controls Engineering Group Leader to implement the group’s scientific vision; mentors group members to enable career advancement; establishes capabilities that enable programs to excel at the forefront of science and technology; performs R&D to advance the field of knowledge and/or technology in one’s respective specialty; shepherds, implements, and models standards for performance of work consistent with Environment, Safety, Security, Health, and Quality (ESH&Q) requirements and business rules.

The successful candidate will be required to effectively interact with various personnel and sponsors, both within and outside of ORNL. The candidate is expected to be able to be a technical leader in a team environment. It is expected the successful candidate will work collaboratively with co-workers and management as well as independently, to fully document work performed in the forms of technical reports and presentations, and to participate in the development of research proposals. The successful candidate will interface with principal investigators, management, engineers, fabricators, modelers and test campaign personnel.

  • Developing project plans, schedules and budgets for infrastructure projects and technically supporting procurement for major equipment and systems required.
  • Providing technical guidance during installation and commissioning of equipment and systems
  • Providing leadership to specific cost accounts or WBS’s within enrichment technology projects
  • Acting as the primary interface between senior project management and personnel responsible for the creation of new infrastructure
  • Acting as a Technical Project Officer (TPO) to oversee all technical aspects of subcontracts for related procurements


Basic Qualifications and Requirements:

  • BS Degree in Electrical Engineering or related field of study and 8 or more years of relevant experience
  • MS Degree in Electrical Engineering or related field of study and 7 or more years of relevant experience
  • Cost Account and Project Management Experience
  • Electrical sensor interfacing and signal conditioning
  • Ability to develop, document, and communicate measurement and control system designs including P&ID diagrams
  • Experience with programmable logic controllers
  • Electronic system design and development
  • Ability to learn new software (with web-based training if necessary)
  • The ability to clearly communicate, both verbally and in writing, to sponsoring agencies, other engineers and researchers, technicians, and craftsmen
  • Demonstrated ability to work with minimal supervision and will be expected to provide input and influence project direction through interaction with project team leadership.
  • Ability to hold and maintain a DOE Q security clearance is required
  • The ability to work flexible hours and travel when required.
  • Proven ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs


Preferred Qualifications:

  • Active DOE Q clearance
  • Project Management Professional (PMP)
  • Programmable logic controllers (PLCs): PLC vendors (e.g. Allen-Bradley and Siemens) and PLC HMI tools (e.g. FactoryTalk View Site Edition and WinCC)
  • Variable speed motor drives (VSDs)
  • Certified LabVIEW Developer/Architect
  • Analog design
  • User interface design
  • Equipment layout and packaging
  • Proficiency in at least one text-based programming language such as C++, Python, or Java, or MATLAB
  • Data analysis methods
  • Experience with an industry standard SCADA
  • Experience related to programs or research involving isotope enrichment technologies
  • Experience delivering project milestones on time and budget in a classified environment
  • Experience with object-oriented programing
  • Experience in the design and startup of pilot scale research processes
  • Experience with the development of new facilities


Special Requirements:

This position requires the ability to obtain and maintain a DOE Q clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
