Duties

1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.

2. Plans, organizes, and oversees the activities of the operations section of a CPT squadron, to include both CPT and/or ICS defense operators, as well as operations staff in charge of training, weapons and tactics, planning, and scheduling. Develops goals and objectives that integrate organizational and commander objectives. Plans work for accomplishment by subordinate flights, sets squadron operational priorities, and approves operational schedules and commitments based on mission requirements, commander’s intent, organizational capabilities and customer needs. Develops/publishes direction and/or guidance for subordinate flights and operations staff members in order to implement operational plans, schedules, and commitments. Reviews work and management techniques of subordinate supervisors. Makes decisions on work problems presented by subordinate supervisors. Ensures CPT and/or ICS defense operational members are current in required training and certifications to maintain mission readiness. The purpose of this position is to serve as the unit’s Squadron Operations Officer, providing supervision of all operational training, events, exercises, assessments and projects performed while overseeing the management of all mission equipment and tools.

3. Reviews incoming tasking orders, plans, or requests for forces and prepares summaries for review. Determines capability of operations personnel to meet requirements specified in tasking orders, plans, or requests for forces; identifies limitations concerning equipment capabilities, personnel, etc.; and coordinates with tasking activities from government agencies on requirements. Develops supplemental plans to commit personnel and equipment in support of missions assigned by the group or higher headquarters, as well as local emergency plans. Advises higher headquarters and others, both in and outside the state, on preparation of operations plans and orders annexes.

4. Performs other duties as assigned.

  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Selectee must be able to start their appointment within a reasonable amount of time.
  • Successfully pass a Counter Intelligence Polygraph examination.

Qualifications

GENERAL EXPERIENCE: Minimum Requirements: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE
: GS-13 must have one year of specialized experience at the next lower GS-grade (13 or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Supervisory Positions, add the following Specialized Experience: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

If you are using Education to qualify for this position, For the GS-5 level, a 4-year course of study leading to a bachelor’s degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
