Jacobs is seeking a Transformative Program Manager to lead a team of approximately 100 technical professionals within a customer’s “Software Factory” environment responsible for providing the full Software Development Life Cycle (SDLC) of services for various mission applications.

This leadership role provides a dynamic, technical environment for an individual desiring to foster an innovative Software Factory that embraces new approaches to automating the Continuous Integration/Continuous Delivery (CI/CD) of mission applications for enterprise users worldwide. Opportunity to implement SafeAgile and Value Stream Management concepts to enhance value of the team’s services to the customer.

Job Duties

The Program Manager brings strong communication and change management skills that are essential for introducing enhanced DEVSECOPs tools and processes within an emerging cloud environment.

The PM shall be responsible for the technical quality and completeness of all products and services provided to the Program Office (PO) and shall be the primary point of contact for the COTR for cost, schedule and technical performance.

The PM shall have the proper authority to ensure that all contractor responsibilities are met and shall have direct access to upper management within their organization to obtain the necessary resources for successful completion of the SOW tasks. The PM shall coordinate with the COTR to ensure contractor resources are appropriately allocated to the PO’s priorities.

The PM shall employ sound leadership with the goal of continuously improving effectiveness and efficiency in the execution of all support tasks, including the use of collection metrics, analysis and reporting as a management tool, as appropriate.

The PM shall exercise management and operational control and retain full responsibility for the performance of assigned work.

Here’s What You’ll Need:

Required Qualifications

The Program Manager shall bring at least six years of technical experience in the areas of software development, systems integration (hardware/software) or digital communications/IT networking along with a minimum of five years of direct PM experience leading similar size development efforts.

TS/SCI with polygraph required

Desired Education/Experience

Master’s Degree (desired) in IT or Engineering field with 5 years applicable work experience, or;

Bachelors Degree (desired) in IT field or Engineering field with 6-10 years applicable work experience, or;

15 years of combined relevant education and applicable work experience related to System or Software/Hardware Development or Software/Hardware Engineering, and;

PM certification from a certified Government or Industry academic program
