The Legislative Research Council, the nonpartisan research and support staff of the South Dakota Legislature, is accepting applications for a permanent full-time Software Engineer or Senior Software Engineer. This position will be based in Pierre with remote work available within South Dakota.
Salary Range: The starting Salary for this position will range from $65,000 to $98,400 annually. An applicant may be considered for a Senior Software Engineer position based on experience. Actual starting Salary will depend on qualifications and experience.
Duties and Responsibilities:
This position is responsible for engineering the Legislature’s information systems to meet dynamic legislative needs. Significant duties of this position include the following:
- Designs, develops, tests, debugs, maintains, and supports the Legislature’s information systems, including the public website, web-based and desktop applications.
- Learns and applies knowledge of legislative processes to optimize technology resources to offer efficient solutions.
- Performs technical and process analysis to identify opportunities for performance enhancement.
- Provides technical guidance on a number of systems to ensure a unified and reliable legislative experience across devices.
- Develops user-level and technical requirement specifications for new systems or changes to existing systems.
- Builds reports for legislative systems to enhance data usefulness and reliability. Creates, deploys, and maintains reports; And, assists users in creating and managing reports.
- Creates and maintains system-level documentation.
- In cooperation with other IT staff, assists with setting the IT priorities.
Knowledge, Skills and Abilities / Competencies:
This role is for a well-grounded professional who has solid software engineering skills. A preferred applicant should possess the following:
- Advanced knowledge of software development methodologies, programming techniques, system design, database design, and problem solving.
- Proficient in multiple programming and scripting languages with the ability to quickly learn new languages.
- Ability to analyze system needs and recommend proactive solutions or new innovations.
- Good interpersonal skills to establish and maintain effective working relationships, and to collaborate with legislators, staff, and the IT team.
- Ability to clearly communicate technical issues and solutions to a non-technical audience in oral and written form.
- Willingness and ability to work extra hours when necessary, especially during legislative sessions (employees earn compensation time for extra hours worked).
- Ability to maintain composure and work cooperatively under pressure while assisting legislators and legislative staff.
- Ability to work objectively and impartially with members of all political parties and independents.
Education and Experience Requirements:
Bachelor’s degree in computer science or related field required. Master’s degree preferred. Relevant experience and certifications may be substituted for an advanced degree, as determined by the Director.
Applicants should have technical knowledge of and preferably a minimum of 5 years of experience with C#, .Net, Microsoft APIs (Graph & VSTO), JavaScript, XML, CSS, MS SQL, and TFS or Azure DevOps. Also desirable – Vue.js, Vuetify, Azure Services, IIS Administration, SQL Administration, and knowledge of project management best practices.
